The quality seal awarded by the European Commission "HR Excellence in Research” identifies universities and institutions that generate and support the existence of a stimulating and encouraging research environment

The IBSAL signed on december 2018 and sent to the European Commission the declaration of commitment to de principles of the “Charter for European Researchers” and the “Code of Conduct for the Recruitment of Researchers”.

The HRS4R strategy is a tool launched by the European Commission to support universities, research institutions and organizations that fund research in the application of The European Charter for Researchers and The Code of Conduct for the Recruitment of Researchers, which aim to contribute to the development of a European labour market attractive for researchers.

The charter and the code of conduct are recommendations made by the Commission to Member States, which are invited to apply them voluntarily:

  • European Charter for Researchers: The European Charter for Researchers is a set of general principles and requirements defining the roles, responsibilities and rights of researchers, entrepreneurs and funders.
  • Code of Conduct for the Recruitment of Researchers: The Code of Conduct for the Recruitment of Researchers, which does not differ much from the standard rules on hiring, stresses the importance of open and transparent procurement procedures, and also of diverse and experienced selection teams.

HR Award

The quality seal awarded by the European Commission "HR Excellence in Research” identifies universities and institutions that generate and support the existence of a stimulating and encouraging research environment.

Until now, 428 organisations, 86 of them Spanish have received the HR Excellence in Research award.

IBSAL welcomes and supports the Recommendations of the European Commission containing the “European Charter for Researchers” and the “Code of Conduct for Recruitment of Researchers”, hereby commits, according with its internal policies, to further develop its internal human resources strategy, adhering to the recommendations and the principles set out in the Charter and Code and to guarantee transparency, accessibility, equity, and the pursuit of excellence in the recruitment of researchers.
