Summary
The Platform for the Promotion and Innovation of the National Health System’s Industrial Capabilities and Their Effective Transfer to the Productive Sector ( ITEMAS) is opening the 2026 call for proposals for the ITEMAS-ISCIII Project Support Program.
This program aims to identify and accelerate health innovation projects with high potential for commercialization, supporting their technological, clinical, and market development to facilitate their integration into the National Health System (SNS) and their adoption by the private sector.
Through this program, the selected projects will have access to a portfolio of specialized services that will enable them to make progress on key aspects such as validating their value proposition, defining their regulatory strategy, protecting their intellectual property, and developing their business model.
This is an opportunity for research teams that already have results with applied potential and wish to take the leap toward technology transfer, clinical implementation, or collaboration with industry.
Requirements:
Projects that meet the following criteria are eligible to participate:
- They are carried out by research staff from ITEMAS units or units affiliated with ITEMAS.
- They have not been transferred (without a spin-off having been established or an active license).
- Demonstrate a sufficient level of maturity by meeting at least 3 of the following criteria:
- To address a clear clinical need for which there is no effective solution on the market.
- Have technology that has been validated in a relevant environment (TRL > 4).
- Have intellectual property protection or be in the process of obtaining such protection.
- Have a regulatory strategy in place.
- Have a business model with initial feasibility projections (BRL > 4).
- They fall within fields such as medical devices, digital health, artificial intelligence, diagnostics, 3D printing, medical simulation, neurotechnology, or advanced therapies.

The program offers support in:
- Business Development and Market Strategy
- Regulation (CE marking, regulatory roadmap)
- Intellectual Property (Patents, FTO)
- Technology transfer (license or spin-off)
These services are designed to facilitate the project’s progress toward its actual implementation in the healthcare system or its commercial deployment.

Evaluation Criteria and Process
Projects will be evaluated based on their:
- Clinical Need and Impact on the National Health System
- Level of Technological Development
- Market Potential and Technology Transfer
- Intellectual Property and Regulatory Strategy
Depending on the score they receive, projects may be eligible for different levels of support, including the ITEMAS Quality Seal and access to specialized support services.
