The work program for Cluster 1 (Health) under Horizon Europe has been published: Horizon Europe Cluster 1 Health Work Program for 2026. It falls within the framework of the new Horizon Europe strategic plan for the period 2025–2027. The main priorities focus on social cohesion, inclusion, and the overall health and well-being of Europeans, in line with the European Pillar of Social Rights. Other key priorities include the need to modernize health care systems and to support an innovative, sustainable, and competitive health industry in Europe.

More specifically, Cluster 1 strives to contribute to six expected impacts as set forth in the Strategic Plan, which are distributed across the following topics:

Requirements:

These calls for proposals are aimed at multidisciplinary European consortia. Unless otherwise specified in the specific conditions of the call, only legal entities that form a consortium will be eligible to participate in the actions, provided that the consortium includes, as beneficiaries, three legal entities that are independent of one another, each established in a different country, in accordance with the following criteria:

  • at least one independent legal entity established in a Member State; and

  • at least two other independent legal entities, each established in different Member States or Associated Countries.

Legal entities established in Russia, Belarus, or in territories of Ukraine not controlled by the government are not eligible.

How to apply

Applications consist of two sections:

-Part A (to be completed online) contains administrative information related to the consortium, the budget, and specific details of the call for proposals.

-Part B (a template downloaded from the Commission’s website must be completed) contains the scientific and technical aspects of the project.

 

Submission deadline.

These are single-phase calls for proposals, and the deadline is April 16, 2026.
