Purpose

The R&I Project Call seeks to fund projects that promote research and innovation, as well as scientific advice in public administration, using scientific evidence to develop more effective policies.

 

Description

These programs or activities should promote the exchange of knowledge and the co-creation of opportunities for collaboration between the applicant organization and the collaborating public administration. Their purpose is to provide the collaborating public administration with scientific and technological knowledge that is understandable, organized, reliable, and accessible, which can inform the design or implementation of public policy.

Programs or activities can also help raise awareness of the role of scientific knowledge in informing public policy and contribute to the development of professional competencies within the collaborating public administration and/or the requesting entity. These competencies can be acquired through training programs or activities, or through initiatives that foster dialogue and interaction between the applicant organization and the collaborating public administration—such as partnerships, roundtables, workshops, joint events involving staff from both the applicant organization and the collaborating public administration, or expert committees).

The programs or activities that are funded do not include elements of scientific research projects—such as data collection or fieldwork—nor do they include scientific communication or science outreach activities.

 

Beneficiaries

Research organizations, universities, healthcare institutions, technology centers, R&D centers, and other entities that promote the transfer of R&D. To participate, projects must be supported by a letter from a public administration participating in the program or scientific advisory activity.

 

Scope of Assistance and Duration

The assistance covers, among other things, items such as:

  1. Personnel costs for staff hired specifically for the project.
  2. Travel and per diem expenses.
  3. Procurement of equipment and supplies.
  4. Consulting, advisory services, data collection, development of training programs, project evaluation, dissemination, and publicity.
  5. Room rentals, conference planning, events…

Grants of up to 90% of the total project cost are available, with a maximum limit of €25,000 and a total estimated budget of three million euros. The project duration is a maximum of 24 months.

 

Deadlines

The application period will begin on July 1, 2026, and end on October 1, 2026, at 1:00 p.m. (Spanish peninsular time).

 

Submission of Applications

Applications must be submitted through the online application system available at the call for proposals’ website. Project leaders and the legal representatives of the applicant organizations must first register in the call for proposals’ Applicant Registration module and complete the corresponding application form.

Applications must include a letter of support from the government agency participating in the scientific advisory program or activity.
